It isn’t though, they could have take further action to reduce the loss, also said loss was entirely self inflicted. 
 

you can’t have such rules without such enforcement. 
 

That being said, the enforcement should be much clearer and known ahead of time imo.

They wouldn't, it was more that when these things happen the clubs in question always threaten to fight it, act like its entirely unjust and everyone is against theme, whereas here they have just owned up to the mistake, and got on with it. I'm basically just picturing the Liverpool and Arsenal statements a while back.
