He was obviously put in a role above that and failed (though that has to be tempered by the fact that every player he signed had to be agreed with a committee). But there's no reason at all why he can't assist Rafa, with the manager making the final decisions to make sure the transfers are of a quality he needs. Fact is Benitez wouldn't be here if he wasn't in control of all Football matters, that's obvious.

Well the Next England manager might be Or Townsend might just be part of a team dominating the league under a top class manager and get into the England squad anyway. Next tournament is 2 years away, also Guttierez got into the world cup squad in the same year we were in the Championship. Who's ever mentioned getting rid of Mbemba? We'll obviously try to get rid of Gouffran, Riviere, Thauvin, Cisse, none of them will be missed in the slightest. Then probably 6 from Tiote, Shelvey, Wijnaldum, Townsend, Sissoko, Krul, Janmaat, Saivet, Perez. Hopefully we keep Townsend, Perez and Saivet.

You're missing the fact that very few of those appearances for Palace were full matches. For instance you're looking at 25 appearances, but if you look at minutes it only comes to 12 full matches.
