Bale plays for a much better side as well. Carroll with some sort of service other than Barton would probably be considered to be a given for that award. If he's the best player he's the best player, it's a bit harsh to just assume anyone under a certain age isn't capable of it. It could perhaps be changed to 'breakthrough player' or something, and limit it by experience instead. The vast majority of the time that will mean it's a young player anyway.
