Ukrainian and Russian teams have been doing well in the last 3 or 4 seasons in Europe and in the long term could take up and extra slot from the French and Italians who could end up with only 2 CL slots each. Laughable. If you want rules, at least try and make sure your punishment makes a difference. Point deductions or transfer bans are the only things that are going to make a difference.
