I think its a mistake, however at one point the keeper does have both hands on it like so can see why the ref blew up, its not that much of an error. I'd say it's a 60/40 in favour of it being a mistake. No problem with him blowing up right away either, if you think you've seen a foul you're not going to wait to let the other team score before blowing.
