Actually it says If your team has qualified for the tournament, you may be eligible to apply for tickets by clicking on the relevant country flag above. Otherwise, you will be able to use the public ticket portal to buy tickets without following a specific team. The public ticket portal will open on the same day as portals of the participating national associations, 14 December 2015. Probably just worth having a click around on the 14th.
