The premier league refereeing is a joke now.  It may as well be corrupt for how bad the refereeing is, at least that way the small teams could bid for decisions as well.  The way it is, there seems to be some calculation formula based on reputation.  The ref quickly works out he can't give a pen because Liverpool>Newcastle and that's how the decision is generated.  You notice this especially in Europe where all of a sudden Man City don't get the decisions so much in their favour any more.
