Id probably go with this personally: Hart Clyne Smalling Stones Shaw Wilshere Barkley Walcottt Sterling Kane Sturridge I feel like there are a few people that i'm missing, but thats something like it. Kane ahead of Rooney?! If Rooney get's even a bit of form back then no, but as it stands Rooney doesn't contribute much to games for both Man Utd or England, where as Kane is always a goal threat and has a decent link up play, I also feel like he's be a better partner to Sturridge.
