As a striker it's Shearer, as a player it's laughably one-sided in Rooney's favour. Rooney will come close to his goal haul while not even playing as a striker for years and years. But would you rather have a world class striker or a very good one who can play in a few other positions if needed? Suppose he's better than the Brazilian Ronaldo too? So he only played 14 seasons in the PL, 2 of which were right offs due to injury.
