Also there is the underlying rhetoric that Eddie has subtly pushed for a while now; PSR stifles competition. It's a massive gamble, a ton of strategic thinking and a whopping leap of faith and I get that, but I can just see that this is part of a massive slow burn to give the premier league enough rope etc. Or my mind has just gone into overdrive to give me hope, but I can absolutely see this being the case.
