Doesn't make any sense. Then what about Ligue 1? La Liga? Eredivisie? What about if a Sunderland player's contract runs out between promotion and relegation again, do they count as Championship or PL? Then you get to not all teams being the same size in each league, so a league rule makes no sense anyway. Plus not all players at any team get the same pay. Basically, you can't draw a line within a continuum without looking silly, especially when the teams making up that continuum aren't static themselves within it. Even pointing out individuals who will 'definitely' be OK like TAA, aside from that being ridiculous as shown above, well why should they have to leave tens of millions on the table out of some altruistic idealism, ceding a massive portion of their value to a multi billion pound corporation?
