A ref from years gone by, Kevin Lynch, was on Undr the Cosh a few years ago and basically admitted to doing this deliberately if he awarded a corner and then all the defenders reacted to the point where he'd obviously made a mistake. Said he'd go "watch this" to the defenders and blow for a non existent foul.

See it all the time  - likewise when a ref messes up and gives a throw-in to the wrong team near the corners, and then despite the ball clearly coming off a defender, awards it as a GK.  Similar when a foul goes in and he doesn't give it, he then does the same and awards a throw in despite it coming off the team who were fouled.
