The first season is difficult and not the time to be trying to cohere a squad together (can get it to work if do it well ofc), better to add quality where needed and rely on the bond of the team that got up. See Norwich, Swansea etc. The time to really stick money in and rebuild squad is after first season, squads seem to lose some of the energy and drive at that point. Could be that he wasn´t seen as an attacking midfielder/utilised in a way that he was recognised by bigger clubs or that he simply did not develop that early. Don't think he's ever been utilized as far forward as he is with City, more of defensive midfielder even at Barca(?)
