Considering Sancho and Rashford haven't massively improved I'd hazard a guess that it's the league more than anything. Think McTominay would have been an ideal Longstaff upgrade though. Look at what the 3 managers you mentioned spent in their short time at Man Utd. Then allow for transfer inflation. Howe has didn't the 8th most in the PL since he's been here. Says £55m for Mainoo, which is probably a bit too steep IMO, but get it closer to £40m and I like it. Relatively low wages too, so could probably offer him a substantial increase without too much bother.
