They wouldn't put out such a statement if the deal was dead, they would simply instruct legal counsel and build a case against the PL. This is to get it in the press so it's not just out of the blue legal action. It's to get the press writing about the likes of the ownership of Man City to if/when it goes to court there has been a lot written about it and how unfair it is that Man City are owned by a sovereign state and they have breached FFP on multiple occasions. You could argue that they passed the test prior to a change in the rules but its a very grey area in law that is acceptable to allow their ownership to continue but prevent a change in ours. A court couldn't force the PL to let the takeover go through but they could and probably will rule on the side of Ashley in seeking compensation. YES indeed, this is what has been quietly going on (as it always should have been) behind the scenes. NO, this is very much the exact opposite of "over".
