It would aye, but I’d think under Howe his fitness levels would improve at least and on his day, he’s a fine player. These young players leave guaranteed and established game time for bigger teams and end up sitting on the bench, hardly playing and losing all form. I can see why they do it, but it’s been shown they basically fuck their careers up. When he first burst onto the scene he was an unbelievably exciting talent. Ideally I’d rather we didn’t sign him, but he ticks a few boxes for what we need right now or rather lack. To say he would be our best midfielder if he hit his dizzying heights of four/five years ago is pretty fanciful, to say the least. He was a prospect, but he never made good on his potential and it's what 5/6 years (longer?) since he turned in any consistent performances. People forget he was out of favour at Everton before he joined Chelsea. It also would send the wrong messages to players like Anderson. He's a scouse Jack Wiltshire basically.
