Moronic rule It appears to reference the old Laws of the Game that the shootout is not technically part of the match. The match officially ends when extra time ends. If so, as a consequence, PL probably has ball in play 10-15 min longer than the other leagues each game (less timewasting + more stoppage time). This is just an estimate, no idea how accurate that is. The English teams who has played in europe this week has looked tired. Pretty much all of them, maybe except for West Ham.
