I think it was the Ireland U20 keeper got sent off in a shootout in a Euros semi final or something a few years ago. 100% they'll have changed the rule after that.

It appears to reference the old Laws of the Game that the shootout is not technically part of the match. The match officially ends when extra time ends. The shootout is just a thing that happens after.

Is PL the only league who adopted the new stoppage time rules? If so, as a consequence, PL probably has ball in play 10-15 min longer than the other leagues each game (less timewasting + more stoppage time). This is just an estimate, no idea how accurate that is. The English teams who has played in europe this week has looked tired. Pretty much all of them, maybe except for West Ham. Maybe the new rules has hurt English teams in Europe?
