Absolutely bull call, should've been a penalty all day and even Neville said they only looked at one foul against the Greek lad but concluded it was after the foul on Raya. The least obvious foul is the one on Raya, tbh. The current philosophy surrounding corners is apparently to abstain from officiating the game at all and let VAR intervene to affect the game however it sees fit. Don't even think he needed to do that. Todibo's sly pulling of his shirt from behind would have sufficed, and likely would have been missed by VAR. It was dumb from Pablo.
