Could a team register a player that didn't yet have a work permit and if the permit fails they simply lose that squad spot or are players only allowed to be registered if they have a permit to work in England? I know we tried earlier in the window and they rejected €16M and €18M but perhaps the extra cash from Shelvey deal will allow that to creep up to the magic €25M (if that really is his release clause).
