Depends what you look for in a keeper I suppose, I prefer a keepers primary skillset to be shot stopping personally. I suspect Howe will as well and put to pope straight back in when he's fit. You're right he has let a few howlers in this season but the stats so far say pope on a bad season is still better at stopping goals than Ramsdale. We've seen us hold a narrow lead and get over the line soon many times with pope but not so much with Ramsdale as it ends up in points dropped. The biggest thing with Ramsdale is that he seems slow when diving from a standing position. See the Neto handball 'goal', he was on the same slow motion that he was for the second Spurs goal.
