It includes potential for future revenue, potential for further expansion, more control over the whole area where the new stadium would be, future projections on costs for remedial work etc. There will be an enormous number of variables they’re looking at when making the decision. The PR associated with having a stadium built with their money and in the image they want is probably a big factor as well in the sportswashing stakes
