There used to be a requisite that the entire board had to guarantee 15% of the club's budget if you won (but not in order to run), which was part of the overall Spanish sports law, but that was removed years ago. Madrid kept the 15% rule in the bylaws, with the addition that you have to produce proof of funds (or that a bank will backstop you) in order to run. In recent years under Klopp they dropped off when trying to replace some of those players, as some of the new ones couldn't keep up. Also worth mentioning that the meta has shifted quite a bit since their peak. Take Guardiola for instance, he kept changing up his style a bit to adjust to new metas, because the thing that worked so well 5 years ago doesn't necessarily work all that well anymore, atleast not for the top teams competing for trophies on all fronts.
