Only those at the apex really have the ability to get things done quickly and by Apex I mean high payers rather than high achiever's. 

 

The rest of us have to wait and fight for the scraps. Also a lot of football folk will be on vacation

To be fair the transfer window is basically irrelevant to clubs not at the CWC. It's not uncommon for clubs to deals for players around this time which are then formally completed when the window opens anyway.

Any club can sign players, obviously CWC teams are going to be more active though.

It's so they can sign and register players to play at the tournament that starts next week.

 

Obviously it means other teams can do signings too if they want - but there's not really any benefit to doing so given players are on the holidays and pre-season isn't until July anyway. Teams could historically make signings now anyway and just formally complete the signing when the window opens.

Re: Elanga and Madueke - don’t love either. Both are the type you pick up for 20-30m not double.  I don’t think either have that Raphinha ability to justify £50-60m outlay.  
 

Of the 2 - I think Madueke’s technical ability is greater but his end product is so so and I don’t like the cut of his jib. Would be serious if Howe’d but so could lots of others.  Elanga  feels more of a constant danger and more reliable end product. I like the cut of his jib. But Impressjon is he’s not as solid technically.  It’s hard to separate themselves from their teams style of play tbh.  Chelsea do the slow patient stuff and Forest do the fast transition stuff and both seem to suit and somewhat define those systems. Everyone needs the job remarks are similar to the clubs.
