There are, as I understand it, credible rumours that the points deduction is the entire point, to do with bets placed on the club's relegation. The league takes control of the club, including ownership and assists on every level until the club passes over to the fans group. Any club being fan owned to submit its accounts every month so the leagues can track recovery and step in if help is needed. Further more, if the PL and EFL ran clubs accounts, or even ran the clubs themselves, they would just ensure the top players go to the top clubs. Once the club has the right people in place to run it properly and the finances are under control then ownership can be moved to the fans. It would stop shit like Wigan happening, but it would also stop other owners running close to the wind, they'd sell up sooner or risk losing everything.
