Somebody is lending someone else some money that is secured against some unknown asset. The names on the charge are those named in the takeover. I’m inclined to think the hard work is done, and it’s all formalities now. If PL clearance has been done and the buyer have now decided to submit the official deposit before purchase then you’d think a fee is agreed and it’s a case of formalities. That's true, but haven't their been sale's agreed and setup previously in the past then fail at this stage, although has anyone ever failed that test.
