The fact that they haven't done that speaks volumes. They are obviously hunting for a suitable replacement and if they find one then they will open the doors to the dippers to put a bid in. He said it's a club decision, and presumably that means he's included in it. Reading between the lines, I think he would like to keep Isak ( who wouldn't? ) but if he's determined to leave, then he doesn't want an unhappy player and would rather use the money to sign a top class replacement. Graham Bailey already said that Howe is good mates with Hughes from Liverpool and they would have discussed the move off the record, hence no official bid yet. This seems like the absolute worst time to maximise his value when there's only one club in the mix.
