If a player wants to leave and City get an offer they consider matches his worse they let them go. It’s more or less club policy. 
 

It’s why you rarely, apart from Bernardo, get players being chippy in the press at City. Don’t like it? Doors open.

He's not played howe ball though. Plus city play possession football aren't chasing the ball for the majority of the match.

But that’s what we saw during his last game for England. He really isn’t match fit.

Letting a bloke go abroad after a huge falling out is totally different to letting Phillips go on loan to a direct rival in the same league for free and possibly a % of wages

We aren’t a direct rival to Man City this season.

? yeah whatever, Pep was happy for Jesus and Zinchenko to go to Arsenal, Sterling and Palmer to Chelsea. But won’t let Phillips who is behind a right back in the pecking order come to a club who are not close to being a direct rival to them this season.
