Definitely the latter. We’ve got decent headroom now under PSR with the 21/22 losses rolling off the calculation but it’s about being able to do what we need with the squad which will eat that up quickly. We know they want a defender, a GK and a versatile forward - we don’t have the wiggle room to blast £80m and the £55m Elanga fee and expect to have money to spend on the other areas where we need depth. Selling Longstaff and Willock (plus having to buy at least one replacement) won’t be big enough to do all of that. Even selling Barnes would be a struggle to cover it. Cash rich via our owners but capacity to spend it poor because of the rules around revenue and permissible losses. If it was just the UEFA rules we could do it and just take a fine but seeing the PL deduct points from Forest and Everton is something our leadership don’t want us to incur - we scraped CL on goal difference so don’t have the margins to take 3-10 point hits.
