Contrary to popular opinion I've got no issue with what Chelsea are doing, ultimately the clubs choose not to tighten the rules around such transactions so they've got nobody to blame but themselves. The issueI have is the fact Chelsea broke rules and self reported and as far as I can tell have either got away with it entirely or received a none punishment

I don't agree that teams are just going to sit deeper either. Us, Villa, etc don't play a highline as an offside trap, it's to try and condense the play and win the ball back higher up the pitch. We're not going to suddenly drop deeper just because of an offside law change. Teams who already play defensively will still play defensively.

I think that's more in-keeping with the spirit of what the offside law was originally intended for though? I just don't see the point in a law where this can be interpreted or given as offside. With or without VAR.

27.5 million is well beyond 20 million. It says 3m + 0.8m additional fees for loan, 14.5m + 2.7m in additional fees for the purchase, and 6.5m add-ons. That is in total 27.5m euros. Obviously I'm not sure what they mean by additional fees, but exclude that it's 24m euros still.
