Yup, at first you hear words like "investment/Champions League/Make our own luck" etc, but if you dissect it, hes very careful to essentially promise nothing at alll. When he says continue to invest- Im certain he means, continue to invest in cheap players to speculate on a profit. Aye that's what I was thinking. "Carry on as we are".
