If you do shit in games that matter you shouldn't be able to artificially inflate your ranking by beating shit teams in friendlies - which you can't. For an object lesson in this principle, the FA needs to look no further than just across Offa’s Dyke. In June 2014, after losing a friendly against Holland 2-0, Wales were ranked 41st in the world. Chris Coleman’s team then went 17 months without playing another friendly and jumped all the way up to eighth (earning themselves a top seeding for 2018 World Cup qualifying). Their results in that period were good if not spectacular — five wins and three draws — but a key factor was their calculated avoidance of average-killing friendlies. But coming up with a formula that works is not so simple because you shouldn't be able to increase your ranking by playing and winning a load of friendlies, so it kind of makes sense. That's likely to be the smallest and worst virtually pub teams in FIFA who won't get anywhere near qualification, never mind a seeding. Make it competitive games only, the current system is silly. Teams free to play more a year but only X count towards rankings. Get fewer ranking points for playing San Marino than Germany to stop stans scenario.
