Al Hilal - I'd want £150m PLUS Ruben Neves, or £200m without Neves

PSG - Ramos or Muani or Barcola or Donnarumma or Kang-in Lee plus £100m
Liverpool - you can't have him at all - no deal.

Barcelona probably can't afford him
Real Madrid don't need him

we can sell to Saudi but fee will mean nothing for UEFA FFP/PSR, they won't recognise the profit from sales between associated parties

PL can try to mark it down to FMV but good luck with that

If he goes to a PIF club, my understanding is the transfer fee can't be used for our Champions League squad?

Maybe he liked the idea of Liverpool more than Arsenal and Arsenal balked at that £130-150m figure? They seemed to have had a verbal agreement with Gyokeres.

When Tonali left his boyhood club, he left because the money was too sweet. Every Ajax player earns good money compared to us - they still leave to join Bournemouth. We can’t have it both ways as fans.  Let’s grow up.
