Neville is speaking as a defender and someone who has played the game like so his opinion isn't to just be dismissed. Your arms going to be out like that when you're diving in to stop the ball, so it's not deliberate or unnatural.

 

In saying that, it does stop a probable goal and because of that it's probably the right decision still but you'd be fuming as a defender

If it was just inside the box you can see his point but the fact it is 3 yards off the line and the ball would most definitely be in the net should be in his judgement as well
