That article is saying we've agreed personal terms, which is usually a good sign, as it doesn't tend to get to that stage unless negotiations with the club are heading in the right direction, and they allow permission to speak to the player. I think in reality clubs tend to speak to the player first to agree terms to make sure it's worthwhile them bothering with a transfer bid to the club.
