We play a 4-3-3 with 1 centre forward, and as we've seen in recent years teams don't always need a goalscoring number 9, especially if they can play with inside forwards. I agree regarding Paqueta, but I think if say Isak became available for £40 million (he won't) we'd pay it. It's all about their valuation of the player. And it seems they had basically agreed to pay a similar amount for Ekitike as well, in the only other potential transfer that looks like it was a solid link.
