Expand The fair comparison is to look at all attendances not just selective exceptions to the rule. Which is why they don't look at those. Its not even competitive. Unfortunately it won't happen as the EFL and the sponsors would rather have Man City reserves in it than an exciting competition for the best of the rest. Edit- bring back the Cup Winners Cup too.
