I'd imagine young players have a clause that allows the club to place them anywhere for a period of up to 12 months at a time You'd also imagine that senior players contracts are at best silent on this, potentially fix the location as being contracted club without agreement to go. If it's silent then I guess we could force him out to Turkey or Saudi for a year. He doesn't need to sign one, but if the idea is to keep him sweet I'd avoid anything that incentivices him to not do his job properly, like us not qualifying for the CL.
