Maybe we just want him to play some games so he's sharp-ish? Elliot gets more experience of the club playing in the reserves and probably in midweek, and we're not short on cover for too long. Apart from Harper, who probably would rather stay here, apart from the football club which needs a reliable nr.2 rather than Robbie the clown and apart from the fans who probably like/rate Harper more than Elliot.
