If not then it’s a total farce. The idea of competition is that if a team does badly they get relegated. How can they refuse to pay because those clubs aren’t competing? Ok it’s not likely, but over the course of the 3 years deals they sign, there is a possibility that one or more of those clubs could be relegated. There is also the possibility that they can be sanctioned for failing to adhere to the rules, which would in the extreme cases include being expelled from the competition. The broadcasters have no say on who is in the league, they are just gambling that the top 6 will be, a gamble that is usually a very safe gamble, but a gamble non the less.
