Fulham wanted 50 million for Munez, and he was just a backup! If you're looking for a Wilson replacement (a goal every three games in the Premier League), You're not getting them for 30 million. Wolves putting it out there that he's "not for sale" strengthens their ability to recruit a replacement without getting fleeced too much (as well as enhances their ability to fleece us ).
